What an ungoverned agent gets wrong here.

Traffic agencies are pointing AI agents at the systems that move a city: adaptive signal timing, ramp metering, dynamic message signs, and incident response. Those systems are safety-critical and physical. An agent that retimes an intersection or closes a lane is not adjusting a dashboard. It is changing what happens at a crosswalk. Without a governance layer, there is no enforced limit on what an agent may change, no record of who authorized a timing change, and no way to prove after a crash that the signal plan was the one a traffic engineer signed off on.

A retime with no one behind it

An optimization agent pushes a new signal plan to a corridor to clear congestion. It clips pedestrian crossing time below the minimum a traffic engineer would ever approve. Nothing stopped it, and nothing recorded which operator, if any, stood behind the change.

A lane closed by inference

An incident-response agent reads a stale sensor feed, concludes a highway lane is blocked, and posts a closure to the dynamic message signs. Traffic backs up for miles behind a lane that was never actually blocked, and dispatch cannot tell whether a person or an agent made the call.

The shadow integration

A vendor pilot wires an agent into the traffic-management system with a service account that quietly carries write access to every intersection in the county, far beyond the two corridors the pilot was scoped to.

No plan of record after a crash

After a collision at an instrumented intersection, the agency cannot produce a trustworthy history of what the signal timing was, when it last changed, and who or what changed it.

Discover every agent on the network

Inventory every agent and service account with reach into signal controllers, ramp meters, and message signs. An agent that was never registered falls back to read-only: it can observe the network but cannot change it.

Enforce authority before a signal changes

Tier-based permissions gate each action against an operator's authorization level before it runs. Physical changes (timing plans, lane closures, sign postings) can require a named human approval, and hard limits (minimum crossing times, corridor scope) are enforced, not suggested.

One switch to freeze automation

If an agent starts pushing changes it should not, halt every agent on the traffic system in a fraction of a second. Control reverts to human operators and the signals hold their last safe plan.

Prove the plan of record

A tamper-evident, hash-linked log captures every proposed and applied change (what changed, on which device, under whose authorization, and why) so the agency can reconstruct the exact signal plan at any moment.
